Hi. How to use osm2pgrouting tool? I read the README and do not know what the configuration xml file should contain? will this tool create necessary tables or I must have them already created?

Sorry for not providing a really comprehensive guide. Having used this converter in a workshop at the FOSS4G2008 conference, there are two workshop chapters with more information that might help you:

The converter should do everything except you needed to create the database and add the PostGIS/pgRouting (topology) functions. With the configuration file you can define which data you want to import (according to the OSM attributes) and which class ID you want to assign.
You could download the VMware image and try the workshop.
